Professional Summary

Ibrahim Al Habsi is the founder of Ibrahim Al Habsi Law Firm (Civil Law Firm), and an accredited arbitrator with rights of audience before the Supreme Court of Oman. He has more than 26 years of legal and judicial experience, including a distinguished career with the Public Prosecution of the Sultanate of Oman. During his tenure, he progressed through several judicial and administrative positions, ultimately attaining the rank of Assistant Public Prosecutor General. He subsequently entered private legal practice and became licensed to appear before courts at all levels.

He was appointed as a member of the Public Prosecution by Royal Decree No. 41/2004, having ranked first in his cohort, graduated with distinction from the Sultan Qaboos Academy for Police Sciences and achieved distinction as a member of the inaugural graduating class of the College of Sharia and Law.

Throughout his judicial career, Ibrahim headed several Public Prosecution directorates. Most notably, he served as Director General of the Directorate General of Public Prosecution in Muscat Governorate. During the final stage of his service, he was seconded to serve as Assistant Public Prosecutor General at the Supreme Court.

Ibrahim has extensive experience in criminal investigations and advocacy in complex criminal cases. He chaired numerous investigation committees handling significant matters, including administrative and financial corruption, money laundering, offences against internal and external state security, economic and cybercrime, homicide and forgery. He also participated in cross-border investigations conducted in cooperation with competent authorities in several countries.

During his tenure with the Public Prosecution, Ibrahim received the award for Best Criminal Advocate in the Sultanate. Following his transition into private practice, he has represented defendants in some of the Sultanate’s most significant criminal cases before both the ordinary and military courts.

Under his leadership, the firm has achieved strong outcomes in the matters entrusted to it by maintaining high standards of quality, efficiency and professional practice, together with effective and responsive client communication.

His previous experience with the Public Prosecution also included supporting the legal team appointed to represent the Government of the Sultanate of Oman in an international arbitration matter.

In addition to his professional practice, Ibrahim has considerable academic and training experience. During the establishment phase of the Higher Judicial Institute, he lectured in Criminal Law and Criminal Procedure. He has also delivered numerous legal programmes and lectures to members of judicial, governmental, military, security and civil institutions. Most notably, he was appointed as a trainer responsible for developing the legal capabilities of personnel within units of the State’s Administrative Apparatus in line with Oman Vision 2040.

Criminal Investigations and Advocacy

  • Selected as a member of the Public Prosecution’s financial investigation team in accordance with the requirements of the Financial Action Task Force on Money Laundering and Terrorist Financing (FATF).
  • Chaired 21 investigation committees handling significant cases involving administrative and financial corruption, money laundering, offences against internal and external state security, homicide and information technology crimes.
  • Entrusted with investigating exceptional cases, most notably offences involving rare lunar meteorites and other extraordinary crimes that occurred in the Sultanate.
  • Conducted investigations of an international nature in cooperation with international investigators in Russia, Switzerland and Bangladesh.
  • Developed specialised experience in economic crime, cybercrime, forgery, industrial property offences, terrorist financing and the collection of forensic evidence.
  • Represented defendants as an advocate in several significant criminal cases and secured judgments of acquittal. He has also represented individuals and companies in employment and commercial disputes and conducted negotiations concerning their legal rights. These matters include claims brought by employees of Petroleum Development Oman against the company, involving more than 5,000 clients.
  • Possesses extensive practical experience in case management, the development of litigation strategies, evidence analysis and the supervision of legal teams.
  • Has handled some of the firm’s largest cases and contributed to achieving favourable outcomes for clients through negotiation and settlement without resorting to litigation.

Legislation and National Committees

  • Participated in committees reviewing amendments to several laws, including the Criminal Procedure Law, Penal Law, Anti-Money Laundering and Terrorism Financing Law, Traffic Law, Industrial Property Law and Tourism Law.
  • Represented the Public Prosecution on a team responsible for developing measures and procedures to combat offences involving precious stones and rare lunar meteorites.
  • Participated in the working team responsible for preparing for the assessment of Oman’s anti-money laundering and counter-terrorism financing systems.
  • Served as a member of the principal committee for the Shura Council elections and as a member of the committee responsible for determining objections and electoral appeals relating to the Municipal Council elections.
  • Chaired the vote-counting committee for the Oman Chamber of Commerce and Industry elections.
